My set misses the mark, unfortunately

This is an attractive and inexpensive weight set, which I purchased along with a scale. When I checked the weights on the new scale, I found them to be between 2% and 5% heavier than they should be. Checking with a different scale, I got the same results. There are none of the usual signs that the weights were adjusted after manufacture, which usually involve removing a precise amount of the metal.
